If the server stops while the database is unreachable, progress that was not written yet is lost.
MySQL storage was tested with MariaDB 11.8.

Can I run it for analytics only?

Yes. Set journeys.enabled to false: tracking continues while enrollment and journey menus stop.

Does it contact a license server?

No. It never contacts a license server and never disables the server.
